Encontré esta solución, no importa FUNCIONA PARA X86 - 32BITS para W7.
Descomprimir el SQL2008EXPR32_x86_ESN.exe
Luego se ubica en la carpeta donde esta los archivos descomprimidos:
ejecuta lo siguiente setup.exe /ACTION=install /SKIPRULES=PerfMonCounterNotCorruptedCheck
Listo se despliega el instalador.
